Denied Surface SCP sampling

What does this suggestion change/add/remove:
This is a suggestion to allow either some form of DEA job or Nu-7 Specialist job to sample surface SCPs. The reason for this suggestion is due to the new rule that was put in place, only allowing you to hold surface SCPs for 15 minutes. Once foundation capture a surface SCP, it takes a good 5 minutes to achieve a D class, at times it can even take longer. Overall, Foundation are barely able to sample surface SCPs with the new rule being put in place.

Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
Puts a balance between all GOIs
Allows Foundation to actually gather a nice amount of surface SCP chemicals

Possible Negatives of the suggestion:
Might not be seen as balanced
Discussion time within Content team.

Based on the Positives & Negatives, why should this suggestion be accepted:
It will put a great balance between Foundation and CI/GOC over sampling surface SCPs.
 
Find an IC solution before relying on OOC solutions.
I can already tell you that there is no IC solutions that end up giving us more time. If you are really wrapped around this idea of there being an IC solution, I would love to hear it!
Also, how does calling out in comms that you need a D-Class as soon as you capture the SCP take longer than going down there immediately and then asking? That's just false.
Many things can take place here, only one outcome which is not at all certain can give you a small amount of extra time. Keep in mind that this is an extreme rare chance.
