Denied Surface SCP sampling

What does this suggestion change/add/remove:
This is a suggestion to allow either some form of DEA job or Nu-7 Specialist job to sample surface SCPs. The reason for this suggestion is due to the new rule that was put in place, only allowing you to hold surface SCPs for 15 minutes. Once foundation capture a surface SCP, it takes a good 5 minutes to achieve a D class, at times it can even take longer. Overall, Foundation are barely able to sample surface SCPs with the new rule being put in place.

Has something similar been suggested before? If so, why is your suggestion different?:

Puts a balance between all GOIs
Allows Foundation to actually gather a nice amount of surface SCP chemicals

Possible Negatives of the suggestion:
Might not be seen as balanced
Discussion time within Content team.

Based on the Positives & Negatives, why should this suggestion be accepted:
It will put a great balance between Foundation and CI/GOC over sampling surface SCPs.
 
I do not think people realize the major effect the new rule has "Surface SCPs may be captured for 15 minutes, and then they must be terminated." It takes 5 minutes to even get a D class, sometimes even longer. I do not think you can really get much from 5 minutes of sampling? Even if you allow RSD and such to come, the samples will be split leading to even less samples for everyone.
 
I want to point out to all these SAME reasons for -supporting this Foundation gets less samples than any other Faction due to the requirement of Dclass sampling which eats up the 15 minute time. Also yes R&D should get samples but the reward of Surface SCPs is the samples which is what SOP did. Saying SOP shouldnt be hogging the surface SCP to themselves is right yes but when SOP is getting LESS than R&D and LESS than the other factions that shouldnt be happening. It just gives a unfair percentage.

This just takes away from Research Roleplay and it's not a good idea. I'd much rather have to hunt down a researcher to sample for me.
The reason the suggestion was made was because hunting down a researcher bites into the new 15 minute timer meaning foundation gets less samples. Which is less than ideal for both departments.
 
This will take even longer than just grabbing a random d class. Do you see that you only have 15 minutes?
If you read the changelog, it states "An extension may be authorized for RP reasons." Which, in my opinion, would include the RP necessary to get research and D-Class involved in the sampling. Unless staff say otherwise.
 
I’d also like to remind people saying that they have to give Research a percentage while GOC and CI don’t, that’s just untrue. CI/GOC on USA server both have an R&D sub regiment and I don’t know how GOC does it on USA but for CI on USA we usually split it between people go got the SCP and R&D.

Also, if it really takes you that long to sample an SCP then it’s a skill issue. Just call over comms that you need a D-Class.

CI and GOC choose to do that however and it isn’t forced by your chain of command like it is us. On UK at least we are required to allow them to get samples.

Furthermore, I do not know if you consistently play on the Foundside of things that require sampling. However, the two main ways of getting dclass are such 1. Go to Dblock yourself and ask for a dclass 2. Ask for someone else to bring you a dclass. Two problems in both situations consistently occur however, 1. Other RsD are waiting for dclass meaning they get priority. 2. Dclass just don’t test. It’s not uncommon where dclass just don’t line up in the testing line and can drag things on.

Either way this suggestion only asks for surface scp sampling nothing else. When it comes to surface SCPs it’s really obvious foundation does get the short end of the stick where the people who captured it get almost nothing. When the whole reward of surface SCPs are little to none it discourages people to capture the SCP.

If you were to get it extended over and over again, this will fully defeat the purpose of the rule? I do not think every time Foundation get a surface SCP they will get an extension.

The point is not that CI/GOC do not take samples for their respective R&D regiments, at no point was anything along them lines mentioned. The point I had made was Foundation do not have the same amount of time as other GOIs to sample surface SCPs, with an extreme lower amount of time and having to split the samples between others (DEA, Nu-7, RSD etc) really lowers the amount you achieve, only being able to get 300mls odd samples does not make it worth the suffering it takes. I do not see how it is a "skill issue" not being able to sample a surface SCP for long due to a rule being put in place? "Just call over comms that you need a D-Class" I would like to know how this would solve the issue.

yeah so if you use your communication skills, calling for a d-class over comms once u get the SCP off surface can actually be helpful that way they can get a D-Class quicker. And you guys splitting samples isn't bad. RSD deserves it the most as they can do actual research but that's not what we are debating about. Also, we do have the same amount of time. It's your fault if you can't find an IC solution to fix your time.

This does not speed up anything, if anything it takes longer. This is not something that is fixable 24/7.

Bro Yall DO NOT TELL E-11 ALREADY let alone telling anyone. If E-11 can't sample why should DEA/Nu7.

On UK E-11 are told 90% of the time. We are not asking for DEA/Nu7 to be able to sample every SCP, this is only to sample surface SCPs due to a new rule being put in place that really puts a major negative effect on Foundation. If E-11 were to be able to sample HCZ SCPs then that would extremely fuck up a lot of different things. None of this would take place with Nu7/DEA only being able to sample surface SCPs.

Find an IC solution before relying on OOC solutions.

Also, how does calling out in comms that you need a D-Class as soon as you capture the SCP take longer than going down there immediately and then asking? That's just false.

IC solutions doesn’t fix the unfair sampling balance from a ooc rule. It’s obvious CI and GOC can make more use of their time due to taking 5 seconds to swap on R&D. If there was a IC solution that makes this equal I’d love to hear it but calling over comms instantly when we get the scp is not a for sure way and the message can be overlooked completely wasting the 15 minute timer. As much as we would love to use IC solutions when it comes to being inconsistent and heavily affect what can be sampled it just makes a obvious gap between the factions and make the reward for capturing a surface SCP less than other factions just makes it unfair. But if you have a IC solution that can be consistent and make up for time loss we’d love to hear it and integrate it

Edit: if you would also like to know a IC reason that this suggestion should exist, on UK at least prior to this suggestion being created and this was being discussed about in Nu7 CO chat. Site Admin specifically a site manager was not aware of sampling limited to dclass told us anyone was free to sample no dclass or doc needed. Of course they didn’t know dclass were the only job that could sample however in my opinion at least on UK highlights that if Nu7 could sample Site admin would allow it icly and let it be legal that of course is just to show that in IC we aren’t required to have a dclass the only thing stopping us is the game itself
