What O5 role are you applying for, and why (give the specific O5 number):
-O5-4 with the current codename in mind being “The Russian”, and I’m applying because during the last 8 Months of being an Overseer Assistant, I’ve come to enjoy working closely with O5 and Alpha-1, they have the potential to create a lot of roleplay for the server, both for Site-65 and GOI’s like GOC, CI and more Minor ones when applicable. I’ve always enjoyed the Roleplay side of the server a lot more than PVP though I’ll still participate here and there on other roles. With most of the playerbase centred around the foundation, O5 and other members of Site Command/FCOM hold the highest level of responsibility for providing opportunities for players to engage with each other, in the past i’ve mostly seen O5 keep to their own circle, that being them, O5, their assistants, and maybe Ethics if they are involved in the story line, but as a whole their interactions often go unnoticed by anyone else, and while that may be a good thing in some regards i believe more players should have a chance to be involved in events, even if they aren’t CL4 or even CL3, assuming they have the desire to actually participate they should have the option to do so. With this in mind i’d like to create roleplay not just with O5’s “Circle” in mind, but to do things in a way that involves a greater portion of the site, even if some things will always remain heavily classified, the actual player’s experience is still what matters.
What makes you the best candidate for the O5 Council?:
-I may not have the most experience out of anyone but during my time as Jr and Sr CL5 in GOC, and as an Overseer Assistant I've had plenty of opportunities to learn and grow from mistakes, I’ve had to make choices that weren’t easy, and dealt with a number of bad situations in a surprisingly short period of time, on top of this i’ve had the chance to deal with two different wars involving Foundation and CI respectively, and i’d like to believe that in this time i’ve grown to understand more about how to balance out my own faction’s enjoyment with that of the other faction, which is not always quite cut and dry, but sacrifices must always be made.
By this point I've seen multiple overseers and countless assistants come and go, the only Overseer remaining who i’ve not preceded as an OSA is the current -1, i have witnessed the promotion of a Chief Overseer, and witnessed at least Kennedy, Desmond, and snow all come and go, and was there to see the end of Budder and “The Mann” (Jaeger i guess?). I have had the chance to learn from at least 6 Different Overseers during my stretch. Minus Ethics, i have had a chance to work with every Department in the foundation in some regard, so I can confidently say that I understand decently well how they are run from my interactions with their leaders, and my own experience working within said Departments on and off during my time.
What are the responsibilities of the O5 Council in RP?:
-Manage and modify the Code of Conduct.
-Oversee the Site, and ensure that the Foundation’s primary mission is followed and not abandoned by it’s staff.
-Provide directions, and create orders for Alpha-1 to serve the council's interests.
-Create and give out orders for Assistants to complete.
-Act as an advisor when providing oversight for a regiment or Department they have been assigned to, which may include providing orders and projects for them to work on.
-Authorize Code blacks, AA and other Emergency procedures, most importantly for their position being ERT, and the Alpha warhead when the Site is unrecoverable.
-Work Closely with and through Site Admin, both directly and as proxies.
-Judge/Arbitrate tribunals. This happens less often compared to ethics, but is still a notable thing O5 must do from time to time.
What are the responsibilities of the O5 Council out of RP (e.g. what applications do they handle?):
-Site Director Applications. (Through voting, mostly handled through -1)
-Voting on other O5 applications. (Primarily handled by -1)
-Voting on Assistant applications. (Primarily handled by -2)
-Create roleplay for the server, not exclusive to only the foundation.
-Work with GM’s for events and storylines.
-Work with other CL5 through their Liaison channel to maintain server health, and promote RP between factions.
Please give some lore about your O5 character and what storylines they would be involved in:
Personnel file regarding the individual known as Sergei ‘Raam’ Volkov:
Contact was initially made with Sergei whilst he was serving as a general for the Soviet’s during the cold war, an MTF Nu7 squad uncovered intelligence that linked him as a GRU Division P asset, someone who would support them when needed utilizing his own influence. Sergei was extracted by MTF Nu7 exactly one week later whilst he was being visited by his GRU-P handlers as apart of operation: Acid Rain.
Sergei proved to be willing to cooperate and gave up all the information he had against Division P, with the cold war nearing to an end and the state of russia itself in turmoil he quickly accepted an offer to work for the foundation. After his orientation he’d spend time at Site-86, located within europe acting mostly as an advisor to the local Mobile task forces, typically under observation to ensure he didn’t have any change of heart.
*Sergei has since put in an application to begin working for Site Inspectorate, upon it's acceptance, he was inducted into the Assistant program, and introduced to the then acting council residing at Site-65
At present, Volkov has been working for the O5 council for 8 straight months, maintaining loyalty, and doing as he’s asked, and while he’s never gone looking for trouble on his own he’s managed to get caught up in a number of unfortunate incidents, including encounters with a being known as “The Lurker” in the past, along with interactions with it’s acolytes. At first he was taking a fairly involved role with dealing with the entity through dealings with certain individuals known to those with the proper clearance, until eventually "The Lurker" seemed to give up for the time being. Sergei had also gotten to witness firsthand some of the unethical things that the Ethics Committee had been doing to the foundation's own staff, and assisted in efforts to counteract their decisions, which led to the unfortunate demise of an unnamed Director of Research (The 3 Oranges Incident).
Since then things have been more relaxed, minus the constant bickering and wars between A-1 and O-1, and despite being caught up in the middle of them he never complains, it’s become a natural part of life at this point, the constant cycle of war. His time serving within the USSR, and attaining the rank of General within their armed forces wasn’t even close to as bloody as his time spent working for the O5 Council, yet somehow, he was almost at peace with it all, as if the chaos of the world was simply how it was always meant to be.
