O5-4
During my time on Civil Networks, all of my peers have reached high ranking roles in the Foundation or Surrounding GOIs. I always end up falling behind in the group and I feel it is time to step up to the podium. I cannot stand to watch another role be taken away from me, at least not without a fight.; My Friends were in these high places before and I want to make sure their names do not go down in vain. That being said, I have followed their ways, learned from them, and served them even before I was an OSA helping with any form of project they were working on that would require assistance. I have done a lot of Leadership in all sorts of departments and other factions. I won't sit back and let this cycle continue for what feels like eternity so I am creating this application in an Effort to defeat this cycle and instead provide the foundation the assistance and leadership needs to continue with our goal, Secure. Contain, Protect.
What makes me the greatest Candidate for the O5 Council?
Roleplay Influencer
My main focus on civil networks is to provide fun experiences whether they are a researcher trying to do a lethal SCP-008 Test Idea or a Medical Personnel attempting a psychological evaluation on SCP-610. As long as it is justifiable I want people to continue with their work and have fun.
Persistency
I fail a lot at the things I try to be and the person I try to become. But… I am willing to begin again… again… and again. Hell I'm applying knowing full well I might not get it but that's the thing, you don't need to know you will get something to at least try. I have made many drafts and attempts at writing this document, It brought me to this Application due to the sudden sense of urgency.
The reason I could be your best candidate for the position of Overseer is my strive to do better and create experiences for others, try new things & ways to approach my future, and finally my willingness to try again.
The O5 Council is my end goal for Civil Networks. I have worked closely with the people that run the shots and sometimes I give them suggestions on what they could do for the betterment of the foundation.
Leadership Experience
I have acquired Sr. CL4 experience from multiple different Factions including the Foundation and the Chaos Insurgency.
Within the Chaos Insurgency I have constructed and/or played as the Commander of many different Research Sub-Regiments. These Sub-Regiments being The Men of Letters, R&D, RAM, Logic’s Dominion. All of these were handled with extreme caution and ended up leading to glorious Roleplay scenarios for the Insurgency besides surface combat.
I was the First Field and Training Commissioner and we even had our own team. I introduced many people to higher positions that other people believed would not be a fit and this benefited us tremendously in the long run. Currently the Poster I made for ISD Recruitment is still inside of ISD to this day.
I am an Overseer Assistant currently and have been one for a while now. I have shadowed the Council and seen the inner workings of how things are conducted and I believe that is a great thing to learn before having a position like this.
What are the responsibilities of the O5 Council in RP?:
The O5 Council is at the Top of the Food Chain in the SCP Foundation. They know anything that could be known about anyone or any secret that has ever been said in the Foundation. Below are the most standard operations they conduct.
They Set long term goals for the Foundation as a Whole
Review the Overall Performance of Foundation Sites.
Assigns Site Directors across Foundation Sites.
Assigning Alpha-1 "Red Right Hand" Commanders
You stated “O5 Council in RP” so I presented what they would typically do inside of the SCP Universe. Now here’s what they would do in Civil Networks. The responsibilities of the O5 Council in roleplay are to make sure everything that the foundation is staying on track. That can be done by either going and speaking with the department heads individually or by watching and implementing or suggesting things that could make it go smoother. To make the goal of the foundation progress and move them forward. General oversight of the foundation to make sure everything is progressing and to make sure that departmental heads and director slots are filled with people. Most people believe this is some sort of Retirement home for CL4s, this is not the case as they are literally in charge of the entire Flow of RP. In some cases, they can contribute directly to the Research Department by authorizing dangerous tests majorly impacting roleplay for Researchers.
What are the responsibilities of the O5 Council out of RP (e.g. what applications do they handle?):
The O5 Council is not directly in charge of any departmental leads applications and whether they will be approved.
Currently they handle Site Director and Overseer Assistants Applications aswell assigning Alpha-1 "Red Right Hand" Commanders.
When issues arise, they are in charge of keeping these people in line.
The Chief Overseer can approve Overseers but typically a standard O5 Council member can have sway in the process of who gets picked as this is a Council.

O5-11 is my favorite Character in Civil Networks because mysteriously he is MIA and never present inside of any form of council meeting regardless if it is counting all thirteen overseers not just the four on Site-65. Alrighty here’s my take on what happened to O5-11 and approving this application will set it in stone if you all deem me worthy of the position.
O5-11 ‘The Warden’

Before The Council
Jackson Mercer was a man who was simply just trying to understand the world around him.
He grew up in a small town in Chibougamau, Quebec.
The land was cold and the winter was harsh.
This place seemed to have no connections to the anomalous world, complete isolation.
Even as a child, however, the kid thrived to conduct studies of the abnormal even believing that ghost may actually be real.
People often told him he was crazy, and the truth is most of the time he was!
He was never interested in becoming some powerful figure, only the responsibility what comes along with it.
He believed that if one were to have the power to decide other people's fate, themselves would have to understand the consequences that may come along with them.
One day during one of his adventures into the woods, he noticed a strange bird.
This bird seemed to have 3 legs; Aswell it had gold-hued feathers that had appeared on its back.
it began begging for food via cawing and spreading wings. Jackson had ended up giving it a small chunk meat from his Ham Sandwich. Then this bird shed one of its gold-hued feathers.
Jackson Mercer kindly had taken this offering, and the bird flew off into the unknown.
It was only 7 days later that Two Men, all their clothes including the jacket, pants, underwear, ties, socks, and leather shoes are all black with dress shirts that were white appeared at his front door.
They kidnapped him from his home taking all of his extra clothes in his wardrobe, his laptop, and a variety of other important things he needed in order to prove his theories of the unknown to be true.

At first, I thought it was a regular crow, then it landed on a branch.

Jack Mercer> It had three legs and it had a couple of golden feathers mixed in with normal ones.

Jack Mercer> Why would I even think about doing that?
???> Did it communicate?
Jack Mercer> It begged.

Jack Mercer> Yeah, it begged for food like a normal crow.

Jack Mercer> Well yeah, I mean it's not every day you see something like that.

Jack Mercer> I spent my whole life searching for the unknown, I got told I was dilutional.
Ghosts, strange creatures, and things people thing they saw but could not prove.

From there Jack Mercer was appointed Jr. Researcher for Site-37.

The Red Reality
O5-11 was originally classified as MIA after multiple Overseers had suspected he had begun looking towards the Chaos Insurgency’s ways. He saw the Chaos Insurgency as liberators, and after this occurred the previous O5-1 personally banished them to the Red Reality where they would be presumed abandoned for the rest of eternity…
They began to walk endlessly across an eternal void. Until what felt like decades later, he saw it… an old Red Rotary Dial Telephone ringing.
Of course, after this being the only object they were able to see in decades he proceeded to pick up the ringing phone. He heard a voice, the only one he had heard in what felt like forever, the man on the other end of the line asked a series of questions to ensure the loyalty of O5-11.

After a long conversation with the man the Red Reality began to crack around O5-11, around a minute later the setting changed to the center of the O5 Council Meeting Room, The rest of the Council Members began to question who he was and O5-11 exclaimed their position and minor details on what happened and passed all identification procedures besides physical appearances altered by the Red Reality. O5-11 was one of the originals in the Council working alongside the foundation before it became as big as it is now.
Deep down he knew there was only one person in the Foundation with the power to revoke the action that O5-1 had done, and his name is The Administrator, he raised him up from Perdition.
