What does this suggestion change/add/remove:
This suggestion aims makes a few main changes to the riot shield aimed towards realism and uniqueness for the item

- Adds a knockback effect when hitting a player
- Removes the ability to block bullets with it
- Adds a chance for a stun effect (tranquilizer like) to be applied after hitting a person
- Slightly increase the cooldown on the riot shield
- Make the riot shield have a pushback animation instead of a weird swinging thing

Has something similar been suggested before? If so, why is your suggestion different?:
Not that I could find

Possible Positives of the suggestion (At least 2):
More usage of the riot shield for actual riot suppression, rather than being just a makeshift deployable shield that is rarely used
More realistic riot suppression in d-block or other areas

Possible Negatives of the suggestion:
Development time to work on the changes & animation (animation is optional though and not entirely needed)
May make tear gas underused..?

Based on the Positives & Negatives, why should this suggestion be accepted:
Quite honestly, you never use the riot shield and it doesnt do a whole lot either. It deals barely any damage and has no circumstances where you would pick it over a gun or pick it at all, especially if you had a deployable shield. This suggestion aims to give it a more realistic use for its intended purpose, other than being a worse version of other shields.

+SUPPORT

Riot shields are basically useless and i almost never see them. Though I think the ability to block bullets should remain, as the counter for a riot shield could just be a gun which would probably be very available in case of a code 2. Nevertheless, great suggestion.

- Adds a knockback effect when hitting a player
How far do you want the knockback effect to be? Neutral until you give me an answer.
- Removes the ability to block bullets with it
Makes no sense that bullets can't penetrate a plastic shield + support
- Adds a chance for a stun effect (tranquilizer like) to be applied after hitting a person
No -support
- Slightly increase the cooldown on the riot shield
Neutral
- Make the riot shield have a pushback animation instead of a weird swinging thing
Yes +support

+/- Could the shield be improved? Absolutely. Most combat classes could use a touch-up, but the only thing I don't agree with ( aside from the tranq effect idea ) is the idea to remove the bullet resistance. If it can't stop bullets, why even have it for the Security RIOT unit?

Define the "cooldown" that should be slightly increased.
