What does this suggestion change/add/remove:
This suggestion removes the UNGOC from the server and adds a garden and recycling plant for civilians

Possible Positives of the suggestion (At least 2):
This adds a food source for the poverty-stricken town of Pinewood. This gives civilians new content as they have a garden they can tend to. This is also a positive so we can end pointless surface conflict that happens every 1 - 2 months because of some he said she said bullshit. It's more realistic than food crates spawning randomly around the map. Another positive as the recycling plant provides jobs for the citizens of Pinewood; they can run around, pick up litter, and recycle it for a reward.

Based on the Positives & Negatives, why should this suggestion be accepted:
This suggestion should be added as Pinewood has no actual food source, no way to get rid of their trash or any form of gameplay loop except rangers beefing with the first person they see. On a real note, why would the GOC in reality wanna set up a FOB in the ghetto? This also adds more content for the rangers, as if they catch someone littering, they can be arrested.
