Rule Suggestion Make Nu-7 LTs great again

What does this suggestion change/add/remove:
Add ability for MTF Nu-7 LT (not all MTF LTs) to auth a raid on a hostile GOI brining it in line with DEA Sp agent and other GOIs LTs.
Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
During hours when higher CoC are absent, Nu-7 can still auth raids against GOIs and creates more surface activity.
Nu-7’s presence is heavily tied to surface control. Allowing Lieutenants to authorize raids ensures hostile threats can be countered swiftly, maintaining surface security.
A way to prevent enemy GOIs from raiding or stalling them if they have lost their raiding equipment.
Possible Negatives of the suggestion:
More raids?

Based on the Positives &; Negatives, why should this suggestion be accepted:
If DEA Sp agent can i believe Nu7 LT also should be able to.

The main reason that it is set at CPT+ is largely due to the supposed foundation number advantages, which is on and off the case. I believe a better solution would be to allow LT's to authorise raids, but if you auth it as an LT, you should need at least 6 CI online instead of the usual 4 which would be required for CPT+. Albeit, this could have some problems of its own.
