Hello! I was going of this little info-text which can be found ingame in the F4 role selection menu, if it is the case that you can't order A1 I am unsure why it is stated otherwise here.

You are thinking of the beanbag, the tranq cannot tranq CI at all.

Thats literally what metal cuffs are? Instant and unbreakable. I would say the only thing that can be unfair if it has a gagging feature. But other than that I see no issues with it. (Also Tranq dosent work on CI anymore)
