Thats literally what metal cuffs are? Instant and unbreakable. I would say the only thing that can be unfair if it has a gagging feature. But other than that I see no issues with it. (Also Tranq dosent work on CI anymore)

While yes it does require some effort to obtain it still only somewhat fixes the minging part. Still, it being whitelisted would allow GSD to have a good exclusive role that would incentivise people to play GSD more.
