Rule Suggestion Nu7 Jugg Backspawn Rule

What does this suggestion change/add/remove:
Add a rule making it so Nu7 Juggs may not spawn garage when SCP(s) are there. Except for when the SCP(s) leave compound to go to surface.

Has something similar been suggested before? If so, why is your suggestion different?:
Not that I have seen.

Possible Positives of the suggestion (At least 2):
- Making it more fun for SCPs to try and escape to surface.
- Makes it more fair between SCPs and Juggs.

Possible Negatives of the suggestion:
- Takes a long time for Nu7 Juggs to walk to surface during breaches in garage.
- Nerfs Nu7 Jugg a little bit.

Based on the Positives & Negatives, why should this suggestion be accepted:
Overall, it'll be better for SCPs to actually escape as Nu7 Jugg can just keep respawning at garage making it really annoying for SCPs to breach surface.
Look at this clip to see what I mean by it being annoying.
(Don't mind my aim with the crossbow.) In the clip you can see they just keep respawning with 500HP just tearing down my HP.

Cope suggestion honestly. SCP's in themselves are already powerful entities. Making it easier for them to escape the facility is not needed.
What happened here is that you're alone on surface with no other SCP's (regardless if any others were breached). So escape is not expected 100% of the time.

Nu-7 Juggernaut's and by extension all SOP Job's that spawn in garage already have a 15 second respawn timer before they can use the garage spawn. What you were probably experiencing was a bug where the Juggernaut did not have the 15 second spawn timer.
Nu-7 Juggernaut's (On US) are already limited by Roleplay Leadership such as SA & SC, where Juggernaut's are compared to AA and are not allowed in the facility past Entrance Zone to assist with a breach unless authorized by the appropriate personnel.
In a situation where they can respond quickly to their appropriate zone such as EZ & Surface, if a Juggernaut is active you really shouldn't be expected to escape all by yourself.

Sounds like a skill issue on MTF If you can't stop one SCP from getting into the garage, then that's on you, and MTF should be punished, like not letting them use the garage spawn, as the purpose of back spawn is to give CI and SCP a chance to do what they need to do also, if they are in the garage, everyone is considered dead, so it looks goofy af to see a jugg respawn like that.

If you don't want to lose the garage, don't let CI or SCP claim the garage just because juggs are slow; it shouldn't be a green light for spawning the garage

Like theirs two bulks and two turrets that he had to go through, and he made it to the garage alone with a reasonable amount of hp even that just looks like a massive failure on mtf hands

Maybe instead of outright banning this, make a rule stating when an SCP is approaching/in garage, the jugg role (as a whole, not per player) can only spawn on garage a maximum of 3 times. If the SCP goes back to MTF loop/entrance of EZ, this resets. So they can't constantly respawn and milk the SCP's HP but still have the potential to shut down a last minute low HP surface breach. Fair compromise, no?

tbh backspawning in general is a bit of a mess. Would be good if there could be an actual mechanic to enforce it instead of just having to know yourself. Like, if you have just gotten on the server, flag on Nu-7, and spawn in garage the first time, how are you supposed to know if there's people you might be backspawning on?
This is just for Nu7 jugg which if they just get on the server and do it I don’t see a problem as they don’t know but if they continuously respawn knowing there’s an SCP in garage that’s when it actually becomes a problem.
