Content Suggestion Separate loadouts for CI Raids (Or; CI Surface Balancing!)

Okay- I know how this is gonna go, so a quick preface; Is this a cope suggestion? Maybe. I'm playing Nu-7 as of recent, and have been solidly handed my ass by CI consistently. Is this a Skill Issue? Probably; I won't deny that a lot of CI players (On UK, I shan't speak of US) have a skill advantage. But I will say, as having previously used CI weapons myself, that it is not only a skill issue and that there is a definitive advantage in CI's loadouts, which can be warranted during their raids upon the Foundation due to numbers disadvantage/home-field advantage/What-Have-You. This suggestion, ideally, won't limit raids themselves.

What does this suggestion change/add/remove:
As of current, in my opinion, the loadouts used by CI are grossly unsuited when it comes to surface combat. I don't blame content for that; They're working with what they have, namely, 1 loadout set for the entire group. This means that CI has to be balanced for both the Raid scenario's, where they are facing massive hordes of Foundation personnel charging whatever position they are holding, and the surface scenario's where they are facing off against solely Nu-7/DEA players upon the large mountainous terrain of surface.

As it stands, I believe the priority here has consistently been laid with the raiding balance. Which makes sense- Its a large part of CI's gameplay loop. What this means however, is that the loadouts issued to CI are generally more powerful than their Foundation counterparts. This is fine (and balanced!) during raids, but when it comes to surface?

Its overkill.

This suggestion proposes a separate loadout for CI that is placed on a timer (An identical timer to the current raid cooldown time) that hosts the heavier/better-suited weapons for raiding the facility, while the normal loadout is balanced out for surface combat scenarios. I won't speak here upon what these loadouts specifically consist of, as I believe that is best left to content (And I have no idea about that stuff anyways-), but I am mostly wishing to speak to the idea of having 2 loadouts for CI usage; One timed for raids, One generally available for surface combat.

I also suggest that these Raid Loadouts will be available separately on a (fairly long cooldown) warfunds usage, so that a secondary pack of these loadouts can be called in as-needed for raid defenses, if CI for example is in possession of an SCP or a hostage.

Has something similar been suggested before? If so, why is your suggestion different?:
- I don't believe so (I couldn't find anything while using the forums search function)

Possible Positives of the suggestion (At least 2):
- A larger variety of loadout selections for CI, which I imagine would be more enjoyable.
- A fairer combat scene on surface, while not influencing the balance of raids.


Possible Negatives of the suggestion:
- May be tough to get functioning / balanced by Content
- Individuals may use the raid-balanced kit for surface combat.


Based on the Positives &; Negatives, why should this suggestion be accepted:
I think the benefits outweigh the downsides here; More balanced and enjoyable surface combat results in more surface combat overall, as currently it is a common occurance for SOP to simply remain in-compound because facing off against multiple PKM's on surface is generally seen as not fun. More surface activity is as such a result that should benefit all surface factions, and make RP-involved combat also be more equivalent, rather than lopsided as it is now.
