Denied D-class + D-block QOL changes

Accepted Change it so there isn't need for spam click/button press for anything (cuffs and 096 bucket)

Denied Add m9k_fists to Dispensers
I can only get the hilarious mental image of a pair of fists getting pushed out of a dispenser. Fists being accessible to many could be nice. -
