I see what you are saying but this is a very loose rule and hard to prove. SCPs stay in HCZ even when they have a safe path out, but chose to stay. It just depends on thr players playing the SCPs.

No if people are not active on a role they shouldn't be there. Since they are just taking up a position that someone else that is active would want. Vtime requirements are only for regiments and senior positions.
