You also require a CL3 and sometimes there aren't just enough D-class to fight him let alone having a CL3

He wouldn't be useless he can traverse the site as he pleases unless he's needed in D-block, he can hold the airlock without being in inner D-block he's not useless you just won't consider his other uses. No offense though you make good points
