This is simply not true, it has nothing to do with missions and is solely based on player count.

SCP's are more yellow in colour than D-class tho Not to mention they always show up in the same place on the tab menu and are much lower than D-class ts not really needed

on UK we wouldn't Close HCZ for any of those reasons except 008 and wargames, but i can't even remember the last time we did a war game in HCZ on UK you can do tests even if there's only 1 E11 or no E11
