What does this suggestion change/add/remove: More RP for SCP and E-11. Ultimately allow the SCPs that have a 4+ hour to have a CHANCE to get breached when a blackout happens. Not a confirmed chance that it would happen. Just gives them a chance. Has something similar been suggested before? If...
