Saying "Foundation job exists so civ doesnt need to have chemical equipment" is like saying gensec exists so why should class D be able to get guns with scrap.

dont give it to UN or CI, you have slams we dont, and yall barely use them anyway. Also UN and CI are GOI with tons of supplies and armory n stuff, we just get a ammo stack and a gepard to spawn with.
