the Tranq pistol is a tool that can be used mid combat as its a very circumstance based tool that can easily cripple your attempts if you miss your 1 shot. this is essentially the same as asking if the reality benders "Detain" ability is misuse if used in combat.

this would just turn into people mixing chemicals n doing everything in their inventory which isn't part of the original intention for the addition of chemicals unless you restrict it to only being able to combine the same chemicals for consolidation
