If I remember correctly this is set by the regiment its self not a server rule forcing people to use TS. Also this is not true its set by the departments and MTFs not by SA/FCOM. There are many departments that dont require TS like GSD, RSD, and ISD. -Support I feel like you should reachout...

+ Support Also I am fairly sure there is a ruling allowing GOC to be sus and ID check you if you are not using your GOC weapon. So even if it is on your back it does not matter.
