Foundation can't use tear gas on CI due to the powerful area of effect attack (Even though there's a counter with the gas masks)
CI gets a repeating grenade launcher and grenade launcher call in. With a even more powerful area of effect attack.

I agree that secondary itself may not be the best choice for a spawn, That's far from the only option. HCZ breach shelter springs to mind, It's pretty out of the way. Medbay area was also mentioned, and that would help prevent that.

AA restrictions make sense balance wise for GOI, as it's easy to obtain and very powerful. Organizations would also have motive to avoid using weapons causing too much destruction.

I play SCU, Having to wait for E-11 is not ideal as they are busy fighting the breach.
If there can't be override due to abuse concerns, This is an ideal compromise. Allowing them to fight the breach without the inconvenience to E-11.

A skill check instead of the current system where it's a dice roll could be a interesting change, it's frustrating having to defib one person 50 times.

I completely agree that numbers alone are flawed, since even the smallest of changes can count. A person cannot reasonably focus on that alone.
