I do believe that CI's raid cooldown could be increased significantly, however the root problem lies in CI's lack of a proper gameplay loop outside of the occasional fight on surface and raiding the facility.

The point is, it requires a lot more effort and more people in on the sampling to oversample. Also, the rules to stop this still exist.
