I think its more of the issue that people are unwilling to accept that they are just two different servers, Same content but completely different communities who see problems differently and interact with the existing content differently
Im going to be honest, This is both a terrible idea and this will not positively affect the gameplay loop for current or future E-11 members, That gives potentially a single new RP route for E-11 and makes them a target for DC kidnaps (Which isnt fun)
Unlike a lot of regiments on civil GOC relies HEAVILY on COs, CI has the same issue however there are a lot more COs so it feels as if the problem isn't as big, GOCs gameplay loop (from what I've seen at least) as a non CO revolves around escorting COs when they complete diplomatic relations...
