The servers are ridiculously expensive to run and CN has multiple servers. Plus they pay bounties to developers and pay salaries to NL who work on the server pretty much full time. A community this size doesn't run on air, and new players are going to come along anyway, and donate specifically...

I'd love to see more structure in site maintenance, but I feel like an entire department would as people above have said spread people even more thinly. Probably a more realistic way would be to allow IA Ambassadors/DIA and maybe even o5/ethics assistants to job ban sitestaff.
