We are on surface a LOT. Nu-7 simply don't come out often, even with no defib kidnapping for non-COs. This imo just promotes Nu-7 staying in foundation even more, as denying CI keycards even more makes the hacking alert even better. I agree Nu-7 is not in the best state but this isn't the fix it...
