It was ruled previously that SCPs cannot inflict FearRp, even to cuffed people.
I dont think this is a good idea, its going to be used to spam out 035 breaches similar to 096 breaches except this is going to be a source of quite literally infinite breach tools for 035 to mass breach.

UNGOC needs a standard roleplay loop in downtime. They have people AFK’ing in their base and they simply lack anything when not doing testing in foundation or fighting on surface (on occasional wars). I don’t have any ideas currently, but feel free to expand.

I kinda wonder how this would work with SCPs though, wouldn't this severely nerf something like 939, 076 or 173's speed? Albeit, 173 is still fast when not sprinting.

Add a few new things imo
- Stamina chemical or some energy bar (self explanatory, however this might counteract the point of the suggestion)
- Make certain combatives run slightly faster and/or have a higher stamina capacity when there is an active code (C1 for nu7, C3,C5 for E11, etc)
Funny enough, you can drive up near-vertical inclines if you drive in reverse. You cant even get close to that if you drive forward. Something to do with the cars having "backseat engines" or something.

I dont think every keycard should have overrides, or we might as well just give the keycard itself override, meaning if someone takes it, it retains its override abilities and you can access all the zones needed.
