I had the same thoughts but when I really thought about it. If the foundation really did attempt to keep this many Euclid and Keter class SCPs on one site, I don't see why an onsite garrison of E-11 wouldn't be out of the question. With that being said, it still doesn't fit the E-11's MO.
Already is the case with most E-11 having to swap jobs after the breach. The whole idea of this adjusted Containment Specialist is fixing DURING the containment breach, say a 682 is in a 3-way breach and rushes primary bulk. A techie/engie won't get to those until after the ENTIRE CB is over...
