Content Suggestion Inner Faction Relations Overhaul

What does this suggestion change/add/remove:
[Okay, this is a long one and I don't use Chat GPT so hang in with me.

So. The SHORT thing is:
Remove inner regiment chemical/item transfer excluding Event items, and items purchased by Vpoints.
Give other factions things foundation doesn't have with trade value.

Long form:
If we look at real world interactions and negotiations with nations it tends to boil down to "You have Thing, I want Thing, I have Other Thing, I give you Other Thing for Thing."
At this time this is NOT the case for the server. But it should be, how we can do this is very simple but will require work from dev and maybe mappers.

1. Remove inner character item transfer. Meaning if I get class A on Foundation I shouldn't also have it on CI or GOC or civi too if I swap characters. If I have a Freedom on CI I shouldn't have it on Foundation and GOC or civi. This makes chemicals now more valuable across characters and factions.

2. Give GOC, and CI, their own SCP to sample and test on. It doesn't matter if these are existing SCP or new SCP, preferably SCP people like to sample or are encouraged to via chemical mixes OR give them things only they can make and would be able to trade with the other factions, like Guns, Containment Items, Healing Items, or something people would value and want.

3. Give Civilians a use to CI. Make civilians targets to CI, and make it where Civilans are encouraged to exist. Be it they deliver materials to GOC, or they have stuff only they can make and sell to GOC and Foundation. Not spawn like the current guns, make, like we do for cooking or chemicals. If it's spawn shitters will just book it to their faction with the items.

So after all 3 of those are done, materials have value for trading between factions, civilians have something to fear/do, and we have created a standard conflict loop. That being CI is dangerous to civis, and one of GOC's points if existence now exist, being protecting civilians.

Now, GOC asking to sample a SCP can be negotiate. GOC isn't just begging at the doorstep or raiding like CI, they're negotiating, and Foundation wants something from GOC, so they're not just letting them in out of kindness, they're letting them in for future politics.

Now, CI raiding Foundation has a true purpose and goal, not just "lol we're bored let's make shit up to mass breach." (Same vice versa) And has a reason to negotiate with GOC, they also have natural conflict of intrest with GOC, being Civilians being a target of theirs.

Now, Foundation has things to look out for and reason to wonder "Why is this person sampling, let me check them." Not just looking for who's shooting who.

Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
[Natural RP between factions
Material Value increases
Conflict now has reason beyond high school drama teir crap
Opens doors to new sub regiments in non-combative groups]

Possible Negatives of the suggestion:
[People will get mad they can't swap to Foundation, sample a scp, and shit it out on GOC/CI for no reason.
Foundation mad they can't do the same for surface SCPs.
High amount of dev work, some mapper work.]

Based on the Positives & Negatives, why should this suggestion be accepted:
[This server is a combat server with RP undertones right now. 90% of the time you're acting like a fool and waiting for the next raid, or AFK in bunks. Adding some depth beyond "Mmm goc hab BIG gun!" Or "We breach monders!" Or "I shoota da orage, gren, an blu ppl!" Could add a bit of excitement and natural growing lore/conflict we lack. ]

Civilians having an actual gameplay loop I think would be massively healthy for the server and give more to do on surface aside from just waiting for the next faction conflict or CMission. This could be tied to the existing warfunds system, for example, with civilians being able to make packages that can be sold to GOC or CI.

On the other hand, there's the possibility of it being abused by players part of those factions on a civilian character, which should be watched out for.

Am-x22 requires -O and anima and Am-X22 is needed for class F, Foundation has the best amount of -O by far while at least on uk goc has the best anima supply due to getting the most 8854/323. 3. class X 4. this would hyperinflate chems such as class E/F/X along with nhu.

None of the things you listed are supposed to be common or easy to get, and none of this prevents you from getting those chemicals just reinforces negotiations/raiding for those chemicals over just mass breaching, or swapping characters only for those chemicals.

As for hyperinflation, so what? You have to pay alot for a rare chemical, OR, negotiate and roleplay for it in a roleplay server. Big woop.

The chemical vault just requires you to have 1 big mass transfer to characters you want those chemicals on which can easily be accomplished with a ticket, or have it default to Foundation.

I dont know about UK but on the US we even had sampling agreements before, but most of the time people didn't use it because they can just swap to exec researcher (90% of goc CO had the whitelist) get chemicals they want, then swap back to GOC completely ignoring the roleplay aspects of it. Same for CI.

But infact, in your second point, you just gave my idea credit. If Foundation has O-, and GOC as 8854 and 323, guess what you trade for what? You trade O- for 8854/323. Heck, in 2024 I remember Foundation doing that.

All this is doing, is reinforcing what you should be doing already with actual realistic mechanics. It opens more doors than it closes.
