I am unable to see any positive future for the site with Niko in charge of ISD.
While I am certain that he is a wonderful person, his abilities to handle situations between departments have proven to be incessantly abysmal.
During my time as DoR, interacting with the ISD was relatively easy, most problems could be figured out with a meeting or two.
During Niko's time in a leadership position within ISD, the culture of practically all departments on site have changed due to the amount of arrests that took place on the daily due to his leadership, RSD testing has been slow, Medical RP has been slow, GSD has been absent. While I understand this is a lot, I am not intending to pin this all on Niko, I simply believe that Niko would enforce this new direction, communication between departments will be extremely difficult.

My support stems from the case against RCPT, lead by Niko Murk. The way I saw Niko deal with situations through discussion, interviews, proper investigation and subpoenas - that impressed me. Actually creating RP through ISD and by actually using and taking advantage of systems put in place for this sort of interaction.

Then Niko did something I didn't expect, instead of pushing for punishments, shutdowns or tribunals - they had a meeting with the leaders of RCPT and laid out a contract written to ensure fairness and anti-corruption.

From just that alone I couldn't imagine a better candidate if that's the kind of roleplay they are capable of.

Was not going to be Commenting tbh, but some clarification should be used when talking about the travesty that was the ISD incursion into RCPT, while before it was not good, introducing a Doc where ISD can bypass all RSD and go sample with Commissioner permission was not the answer.

I want to clarify one part, it wasn’t ISD that came up with this idea, but rather the leader of RCPT, Alex Redmont. He agreed to the terms made by both sides and stated that SA also approved it. I created a contract to make the agreement legally binding and to allow us to collect samples. Alex wanted to receive a higher percentage if commissioners were allowed to sign instead of Executives. After he signed, I showed the contract to ISD director Hersh, and he approved it as well.

I believe I did my due diligence by consulting everyone who should've have stopped the agreement if it wasn’t allowed. The contract was never for profit it was meant to benefit both departments, with RCPT receiving a significant portion.

Respectfully; From what I've heard of your character, be it "Niko Murks" or you, OOC; I cannot give you a support at all. I've heard horror stories beyond comprehension from people I trust. I've also witnessed many myself. You've been around a long time, which I applaud, but maybe... just maybe... Leadership roles aren't fit for you?
 
Actually, I'm going to elaborate a little more on Niko as ISD.

1. His outfit is gaudy, tacky, and bad. How did this PAC even get approved? It's the same one he's had as DoR as well.

2. When I was E-11 SGT/CSG (I forgor which one), I had my panic button sounded after an IC freak-out and being charged at with a CM holding a knife. Some ISD CL3 deemed it a case of misuse, misconduct, and some other charge. It was completely unjustified, and I had it elevated to an Inspector... which was Niko. My LTCOM managed to talk it down to simply misuse and I wanted to take a verbal or a fine since this was my first arrest by ISD.

Niko said (and I'm paraphrasing here): "No, you're going to get a charge because this NEEDS to be on your record and an example needs to be made out of you."

I was then booked for the maximum amount of time for the charge. I had to escalate this to a written statement by the CM saying he charged at me with a knife and take the charge up to the EC to get it expunged.

3. A Combat Medic had kidnapped an E-11 with the excuse of her being insane. After taking it to ISD, a Consultant and I were pressing charges against the medic for Kidnapping. Niko alongside an Investigator took the CM aside... who eventually walked free while the E-11 who jumped to the rescue of this SGT were booked for

4. I had an ankle monitor placed on a vulnerable E-11 who we needed to keep track of, because she was getting memeticaly affected by SCP-035. Niko intervened in this private matter and asked for the ankle monitor to be removed. It wasn't until an ECM had to intervene to keep the ankle monitor on.

These were all IC actions. I cannot speak about Niko OOC like others can, but he has not shown a fair and unbiased leadership style as Inspector, how he even got commissioner completely baffles me.
 
I... wouldn't really say that you brought RSD back to life as a DoR, you were, how to put it lightly, a bad Director, probably one of the worst RSD had.
I am genuinly confused, you paint yourself as a savior of departments - especially RSD when you were literally removed from the position of director, if you would indeed revive this department I am sure this wouldn't be the case.

From my past interactions with you, I do not believe that ISD needs someone like you as a director, it's a miracle you are a commmissioner with such a CV of misuse.

All the evidence is absolutely outrageous and I try not to wish bad for people, but I do hope you will lose your commissioner role if it comes to that, as I cannot with clear conscience say that I personally trust you as a person after seeing all the evidence brought up against you.

Nobody has spoken well about your time in RSD and, correct me if I'm wrong, that experience of being DoR ended because you were literally removed. I'm assuming this has something about the server you mentioned in your ban section, but I've also heard of your late night sampling runs on low pop to make and sell chemicals such as Class X. I didn't play during that time so I don't know specifics and maybe I'd side with you over SL on your removal. If this is true, I would not use your time in RsD as a show of your ability to run ISD. It just foreshadows another removal.



And I'm sure nobody has had issues with agents, inspectors, or investigators being arrest hungry, unable to take a joke, or thinking they can arrest people over insults. Let's not forget instances such as

1. The bandage theft where an agent jailed a guy over nabbing the bandage he bought from a dispenser. Pretty sure this was a CL1 who didn't even realize what he was doing.

2. An investigator/inspector detaining a guy over accidentally drinking someone else's coffee. According to her (the person detaining the guy) he was 'also laughing' and was in on the joke.

3. The legendary detaining of John 'old' Man where she dragged the poor guy from garage allllllll the way to ISD wing despite all CL4 personnel available including DEA (who was doing a test with the carto, hence why they were in garage), one of the DoRs, and likely others I'm forgetting telling her to stop as she was interrupting a test. Results of said test were invisible drones by the way for DEA, very cool from RsD.

4. The warrants out for BOTH DoRs at the time. From what I understand (because Morikas was able to get both warrants dismissed before I got on) mine being because I dared to stand in front of a certain ISD member who was trying to arrest a thauma after the thauma had asked 'Can I try out a blessing on you?' and the other RsD member was like 'Sure!' So we were on CS bridge as I was overseeing the new thauma do his blessings and the ISD member doesn't bother trying to communicate, just tries nabbing my RsD. As such, because I dare stand in their way and question an arrest, I was going to be brought to ISD for 'obstruction'.

5. Arrests for insults were so rampant that an ECM had to make a notice to all of the individuals you trained (including yourself as you also arrested over insults) reminding you guys that calling you a mean name once in a while isn't an arrestable offense.

6. Stopping a sampling because the image hosting sites like postimages weren't cooperating that day, causing a sample sheet to not have an image of 409. Then I as DoR came down, tried to host the image myself on said sites, and informed the ISD member the 'servers seemed to having issues'. Only then she was like 'Oh if you've gone through that much trouble I'll allow the sampling to take place.' Took 30 minutes off my life, discouraged the new CL2 from researching in the future, and shows how much power CL3 ISD have been given over testing.

7. Legal representation doesn't exist anymore. I have been walking with an ISD member, following her as she detains my RsD member, ready to give help, and she walks straight up to the arrest agent and puts my RsD member in jail. I tell her 'I didn't even get to give legal rep' and she goes 'He didn't ask for it.' Meaning they don't even offer it anymore. Don't worry, when they do it they'll just arrest the legal rep over some mean words:

Subjective opinion; no the fuck you are not. After my conversation with SL/Ethics regarding why I didn't have any fun playing on the server you were removed temporarily from commissioner and this is what you sent me:

I wasn't interested in fighting you, I just wanted to leave for a bit. It was Ethic's decision and yet you found my DMs to post your weird emoji in. Now that we're talking about your communication let us sum up the RCPT garbage while we're at it. At first I thought you were being helpful. You told us what was and what wasn't 'valid evidence' when dealing with the massive investigation going into RCPT and the forced shutdown ISD had placed on us. However, as we moved on, you kept telling us that we should 'be grateful' and if you weren't helping us we'd be 'so cooked', that ISD has 'mountains of evidence' and that our roster we made to keep track of everything on google sheets was 'out of character so you guys can't use it to prove your innocence.' As such we tried to ask if we could see the evidence against us outside of testimony. Alex had re-done some of ISD's math and found ISD was grossly overexaggerating. When we asked to see the pile of evidence we were met with a resounding:


And yet we decided it would be best to play ball with ISD. We just wanted to run a subreg, so we thought letting the guy who was so graciously helping us with RCPT be our liaison was a decent idea. We abide most of your demands outside of giving you the door codes, invite you to the meeting, and try to understand how to tun RCPT by your rules. How are we treated with playing nice? Niko decides he can make a document fully sampling by himself as an ISD member and can sign document himself. Said contract technically gave him the permission. Here is his own document signed by himself:

I don't think I need to tell anyone that ISD don't need to sample their own shit. Not only does this doc fall short of sampling doc requirements that have stopped actual RsD from sampling, but if he wants samples so bad he could either buy from the subreg he was supposedly happy to save or get on RsD and make a document himself. Instead, he squeezes in a technicality that he can approve his own sampling. Probably to make and sell Class X. Dunno where I heard that before.

I know because I immediately went to Alex when this document was brought to my attention over two weeks ago. Asked him about it. He said it was within the fine print of the document. Implying the document you wrote had the fine print, so it's more likely to be your idea than his. Unless he is lying to me, which feel free to challenge me on, that means either something was lost in communication or you thought ISD should get special privileges regarding sampling. No other group on site has these privileges afaik. A1 and O1 get their documents signed by us last time I checked.

In short;
I honestly beleive you abuse in-game systems, have some weird savior complex, are not a pleasant person to deal with, and are part of the reason ISD is so disliked right now. Also, I beleive the individual you are 'mentoring' for commissioner is the individual responsible for half the issues I talked about in the list.

Hello Cherry, thank you for your response.

Regarding your first point I was indeed removed by SA for making the chem lab an RSD only area. We had many cases of harassment and theft of chemicals by A-1, O-1, and ISD, as researchers were not supposed to be producing such materials. When SA wanted to overturn my decision, I simply said no, which promptly led to my removal. I acknowledge that I should have followed proper procedures, and I didn’t that’s. And a few other things, why I’ve stated that I learned a lot after my time as DoR aswel and didn’t fight the decision.

As for cases 1 through 3, I wasn’t involved and couldn’t have prevented them, as I simply wasn’t there. Cases happen that shouldn’t, and as ISD leadership, we work hard to tackle and prevent them but unfortunately, we can’t be present for every arrest or scenario.

For case 4, I was involved, so I can give my side. As shown in the bodycam footage that was given to me, a thauma was being arrested while you shouted “Why?” and stepped in front of the arrest, making it harder for the agent to proceed. The warrant wasn’t made by me and I personally wouldn’t have made it but since it existed, I reviewed the evidence and it appeared you were trying to stop or hinder the arrest, so I agreed with the agent’s decision. Later, Morikas and I discussed it with SA, and the case was dropped.

For case 5, I’d say I’m one of the most insulted people on site due to my suit and being ISD. I get called all sorts of names, but I’ve never arrested anyone solely for an insult. I’ve only issued misconduct charges when someone was already being arrested and continued insulting everyone on the way to ISD as I was trained to do.

Case 6, I wasn’t part of. If an image were to break, I wouldn’t terminate a test or sampling over it, as that would've discourage RSD members and be petty.

As for case 7, I’ve never done such a thing. I always offer people the option to have legal counsel, and I’d say at least half the arrests I conduct or assist with include legal representation. I actually encourage it, as it creates much more RP and trains agents to be ready with their bodycams to pretend false or exaggerated charges, since those are more likely to be caught.

I believe you’re blaming me for many of ISD’s broader problems, which feels unfair. That would be like me reporting you for having your people abuse their magic abilities or the exploits of RCPT’s for profit so much that they stated they don’t even know what to do with all the money anymore.

Regarding the peak comment that was about the satire video of the ISD arrest. I’m that came across badly. i appreciated the effort put into making the video about ISD, it’s a shame how easily words can be misunderstood.

I shouldn’t have sent that message, and I’ve already apologized in my appeal. I wanted to send that apology to you, But I respected the no contact request, as that was indeed childish of me.

As for the OOC price list, we wanted to make it in-character, but you and others pushed back, saying it would lead to “people abusing it.”

Regarding the evidence that’s simply not true. I returned every document I found in the commissioners’ office when I became one, and you didn’t request anything else afterward, saying you were just glad it was finally over. The door codes were something you refused to share, which I agreed with later Alex gave them to me anyway, which I still don’t fully understand.

As for the sampling like I mentioned before, this was Alex Redmont’s idea. He approved and signed it, stating that SA also agreed. If he hadn’t wanted it, why would he have asked for 10% more if commissioners could sign instead of him? That clearly showed he understood the agreement fully, even though he later claimed he was “too drunk” to remember. My own Director Hersh signed it, and the sampling document was approved by both Executive Alex Redmont and Lebronic Ujel as they deemed it acceptable.

Regarding the issue that started this plan Alex told me that RCPT couldn’t supply the chemical orders I kept sending him, as he always declined them. I didn’t mind paying, but he could never produce what we needed. He could, however, make 5L of NHU and only sell it to the first person who showed up after production. I offered to buy all 5L on the spot for a higher price than listed, but he refused to sell them to us, which was very strange. But there wasn’t much we could do, The plan was created so ISD could get the chemicals we needed especially NHU which was depleted and to stop our amnestics from running out completely. Meanwhile, RCPT would gain more chemicals to work with.

Just for context A-1 can sample without needing any researchers, which is a separate issue in itself.

Lastly, the person being trained is named Ashikaga Yoshihare. I don’t believe he’s caused any of these issues, but if he has people need to file reports so we can address them. ISD Command doesn’t have eyes on every single agent, and sometimes we simply don’t know what certain individuals are doing.

Hopefully our next interations could be a bit better!

I read your message very carefully & from what i can see here your only reason for a - Support is that he was an apparent terrible DoR. I have given my opinions towards Niko or Alex's applications, issuing them with a + Support each as i have not seen them do anything bad which would qualify for a - Support & have already been approached to comment on their app on who should get it as my removal should have no effect on my opinion on who should get Director.

I was approached for opinions as a show of respect, since one of them will be ergo my successor. I still dispute my reasons for removal by thats neither here nor anywhere on the forums going forward. If players believe he should never be a Director again based on him being an alleged bad DoR, i say please show your proof of him being a bad DoR.

The point Claire is putting forward here is that you are an extremely active member of ISD that has a large influence on the members around you. While your leadership within the RSD as DoR wasnt great, I fully understand how you feel about this punishment being unfair, SL are known for having a hair trigger on these topics, however if I do recall, this was one of many warnings/strikes you received while holding the position, from what I have gathered and learned, you were not booted from the department for one single breach of procedure. I will however take this as a reasonable answer to give and drop the topic of your DoRship.



This is not the point of the clips Niko. The actions of these ISD members mirror the actions you take yourself. You do not punish, tackle or prevent any of these cases neither before nor after them taking place, each and every time they have gotten off scott free, not once have I seen you take initiative to actually punish members of the ISD that actively disrupt site this way. While I understand you have only been Commissioner for a short period of time, we both know you were not powerless as an Inspector. Nearly every single time I was brought to a hearing over another one of your pointless and petty warrants against either me or Claire, you were authorized to do so by DoISD Tim Drake, you had plenty of authority even without that. If you are able to train, lead and guide as you have stated in your application, a "Pillar of the ISD". Yet you didn't, not once have i seen a single member of ISD be reprimanded for a false arrest, wasting of time or overall abuse of power.
Unless this is exactly what you want the ISD to be, which feeds directly into my previous comment, in such a position of DoISD, you would enforce this standard for ISD, damaging server health even more than it has already been.



This is simply a gross misrepresentation of the situation. You made. a WARRANT, for the ARREST, of a SR CL4, for being close to an ISD Investigator while they cuffed and dragged away a Researcher without having even the slightest inkling into the situation as a whole, so much for "Roleplay". The only reason the case was dropped was because it became too much trouble for you to go forward with the bogus claim after the Site Director was notified. You would know, you dropped them.

You have nobody but yourself to blame for the "Insults" you get regarding your suit, you chose to have the most obnoxious looking suit so red it would put Hazbin hotel to shame, you very much HAVE arrested people on the soul basis of an "insult" I.E calling you a communist (which you brought upon yourself), calling you a dictator (which you brought upon yourself) or any other comment on your attire, let alone the fact that i have had researchers coming up to me in the past saying that you authed their arrests for daring to call you out on your bs. Hell, you don't even comprehend the FLC properly, mixing up charges so bad you are able to double somebodies sentence.

One key fuck up of yours that I have personally experienced would be an arrest over a Tech Expert who called you a commie, you had him detained, warned and released, at which point he called one of your agents "A wankstain", This somehow warranted 2 ISD agents to arrest him for misconduct right infront of you, you do not educate them on the FLC, you do not "teach them", you allow them to chase the Tech Expert around, unbothered by the insane power tripping infront of your own eyes, this is not "adding it in on top of other charges", this is arresting someone over a mean word given to you for wasting their time.

Also you somehow managed to mix up Assault with Conspiracy? Two entirely different things...

This is one of those "Nuh uh" answers... It happened... Denying it does not make it unhappen...



While legal counsel is possible due to the efforts of Myself, Claire and Ehrendil, this does not mean that you posting "CL4 RSD to ISD" during every single arrest makes it work. I have had multiple Execs burnout and stop playing for long periods of time due to how frustrating this "legal counsel" can be, the Exec or DoR enters the interrogation room, asks for the charges, waits 5-10 minutes for the charges to be decided AND THEN gets to argue their Researchers case. During this "legal counsel" the ISD usually just ignore any points given to them by the Exec, the most common response would be "An FLC violation is an FLC violation", bodycam is often refused, petty charges often get added on afterwards to ensure the time wasted for the Researcher is still maxed and even when the ISD know they are wrong, they will "RP" by "destroying the bodycam", in which case they will arrest the Researcher anyway (sending a person into a room for 20 minutes, unable to play the game whatsoever) while also having absolutely no evidence that anything actually happened, on the basis that the agent "saw this happen". GSD Captains have the same problem, in fact I have heard from both Jaffar and Marrio that most Captains barely play the server anymore due to the incessant arrests over trivial and petty bs.

I say all of this because this is EXACTLY how every single meeting I have had the displeasure of interacting with you during an arrest has went.
There is no "out" in any of it, it serves as another meaningless time dump to waste more of both the Researcher/Guard/Doctors time alongside the Departments CL4+. As for encouraging Agents to "be ready with their bodycams", in reality you have been one of the core trouble makers in this exact topic, I have heard far to many stories from my Execs of you overpowering them and assisting agents/operatives/investigators in NOT providing their bodycams, in fact the only impact you have had on legal counsels with RSD have been to make them longer, more tedious and inevitably pointless, as each and every time it simply ends up with the Researcher being arrested with all charges intact anyway. This problem was not around during Ehrendils tenure as he was capable enough to manage the ISD in a way that prevented this. I am unable to see how you could possibly do the same considering every single interaction I have had with you.



While i do believe you have A LOT to do with many of the problems within the ISD now, I will put this aside and instead remind you that you are applying for the DIRECTOR OF THE ISD position, you are going to be upheld to the same standard any other Director will be held to, I am bringing up so many of these problems due to the fact that YOU will be in charge of either changing, or maintaining it, from what you have done in your junior leadership positions, you are simply not fitting.

YES, we ARE responsible for what our Researchers do, that's why we did whatever we could to FIX it. In the case of RCPT, I will not accept any argument saying that they earn to much money when the ARUC exists.

You are not being clever here, you structured this to make it as if WE are in the wrong for taking it that way. It is not "A shame how easily words can be misunderstood". It was your own mistake to post a message ironic or not endorsing very genuine problems that should be addressed, it would have been all fine and dandy if you had actually brought this issue up to your directors and attempted to do something about this issue before making a silly joke about multiple people having their time wasted over ridiculous reasons. Again, this was YOUR mistake, own up to it instead of deflecting it as a misinterpretation.



This has already been cleared up with Alex and quite frankly I am fed up with this constant back and forth with RCPT, I have no doubt that if you somehow get this position, the drama will continue.
