What O5 role are you applying for, and why (give the specific O5 number):
- O5-4. I am applying for this position because I have been a part of the server for a while and think that I could help with the site and change the world of USA RP players for the better, such as helping with new policies and also give great RP situations that would allow the players to enjoy giving them a reason to stick around.
What makes you the best candidate for the O5 Council?:
- Let's just be honest, I am HIM.
But really
I possess the discipline, discretion, and strategic mindset required to operate at the highest level of the Foundation. My deep understanding of SCP lore, strict adherence to secrecy protocols, and ability to make morally complex decisions under pressure align perfectly with the duties of an Overseer. I do not seek power for its own sake—rather, I seek control to ensure the safety of humanity and the operational success of the Foundation.
Throughout my time in the Foundation, I’ve demonstrated unwavering loyalty, rational decision-making, and a long-term vision. I’ve worked alongside MTF units, and Research, gaining insight into every facet of containment and security operations.
What are the responsibilities of the O5 Council in RP?:
Ultimate Authority Over Foundation Operations
You oversee every department, including MTF units, Research, Ethics, Medical, Internal Security, and Site Administration.
All major decisions (SCP termination, reclassification, lockdowns, amnestics use) require O5 approval.
Classified Project Oversight
Approve or manage secret projects (e.g., SCP cross-tests, weaponized anomalies, AI development).
May directly supervise or create special task forces.
Security Clearance Management
Authorize clearance upgrades (e.g., granting Level 4 to trusted personnel).
Declassify or seal files based on risk.
Anomaly & Threat Response
Greenlight termination protocols or relocation of extremely dangerous SCPs.
Coordinate response plans for breaches, GOI attacks (Chaos Insurgency, Sarkic cults), or internal threats.
What are the responsibilities of the O5 Council out of RP (e.g. what applications do they handle?):
- O5 handles the applications of Site Director, Director of Research, and Overseer Assistants. They are also in charge of picking the Alpha-1 Commander

❖ Overview:
O5-4, known simply as “The Fella”, is the wild card of the Council. While most Overseers hide behind layers of formality and silence, The Fella strolls through meetings with a coffee in hand, cracking dry jokes and wearing a grin that never quite reaches his eyes.
Don't let the casual attitude fool you—The Fella is dangerously competent. His genius lies in unpredictability, improvisation, and psychological manipulation. No one can read him, and that’s how he likes it. Whether he’s de-escalating a site revolt with a smirk or ordering the orbital strike of a hostile village between sips of whiskey, he never loses control—because chaos is his game.
❖ Origins (Heavily Redacted):
Former Field Agent turned Intelligence Director for a now-defunct branch of the Foundation’s memetics division.
Rumored to have survived a direct encounter with SCP-███, though no records exist of how or why.
Entered the O5 Council not by vote, but by "intervention"—an emergency decision made after the previous O5-4 disappeared under unexplained circumstances. Some say The Fella orchestrated it himself.
❖ Council Role:
Political Counterbalance: Keeps internal Council tensions from boiling over with manipulation, sarcasm, or threats wrapped in humor.
"Morale Management": Acts as a cultural overseer, studying human behavior inside Foundation sites, ensuring loyalty stays high and burnout stays low... even if it means using anomalous assistance.
Unconventional Operations Lead: When things get too weird, unstable, or just plain screwed up, The Fella takes over. Nobody does “Plan B” like him.
❖ Personality Traits:
Charismatic, borderline sarcastic.
Often underestimated due to his relaxed tone—but make no mistake, he’s always five moves ahead.
Will gladly chat with D-Class one minute, then greenlight a mass memory wipe the next.
Operates under a "use what works" ideology—moral lines are suggestions, not boundaries.
❖ Rumors & Whispers:
Rumored to have blackmail material on every other O5—including O5-1.
May or may not have placed hidden recorders in Site-19’s Ethics Committee wing.
Claims he’s just “a guy doing his job,” but is feared even by Alpha-1 operatives for his unpredictability.
Nicknamed “The Devil's Barista” by Site-11 staff, after an incident involving SCP-294 and a cup of coffee that caused 12 resignations.
