Any E-11 can open secondary but if no one is manning it it is left open (ideally)

Im not 100% sure but I do not believe that limit applied to the surface SCPs

- Support Though I get where you're coming from, I think the rarity of actually getting a surface SCP alive and the struggle of it should be rewarded. 30 minutes is not a massive amount of time especially considering surface SCPs do not have to wait in a que prior to "breaching"
