I think you can only escape once per life or something, so unless you can repeat that with the second time you breach, its not possible to spam that. Also the max you can have is 9 breachvotes I think so if they would get their breachvotes back it only 4.5 min you can knock of a hours long wait...

+Support ERT has always felt kinda wierd to me, like the SCP universe is so focused on designations and different regiments that the generic 'Emergancy Response Team' feels empty. Either approach could be cool, but the second one needs some specification, with non-combative personnel that join ERT.
