Of course it can, but the point is to reduce the need to call staff for things like this. And usually by the time a staff is able to attend, the person has probably moved.

I completely disagree, for example a 1/1000 drop chance where you have to scavenge for hours to get 1L will not make surface SCPs useless, considering capturing it and sampling would yield 3L in less than an hour to compare and it would barely affect chem prices.
