Yeah I wont lie this is not a good idea The C4 swep is INSANELY strong, and this would have almost no use otherwise You can already do what you said, just ask SL for C4

Theres alot of unused weapons, the RPD is unused, Sterling is overpowered but unused, alongside alot of Apex weapons being unused that would allow CI to develop the weapon in RP.

-support we get like.. 1 strike mission a day. if this is a problem talk with CI command about it instead of removing a major gameplay loop
