Past experience in E-11, while worth mentioning, comes nowhere close to the experience needed for Chief of Containment. I'd suggest you spend at least a few weeks in Containment Manager before going for Chief.

A position inbetween Senior and Executive means we could give Seniors we trust a role that shows they're trusted, without making them CL4 / RSD Leadership. A position to show that they're an experienced member of the department without giving them the responsibilities of an Executive.
RCPT does give chems for free, we just don't have the pure economic output that ARUC has to keep funding free anima / nhu / potent for departments.
You gotta realise RCPT is currently still far weaker production-wise than ARUC (because there aren't really any big chemical goblins in Foundation...
